Grocery stores & company HR sites are obviously other means to get attention of the immigration applicants.

There is a rumor going around now. One of my colleagues here claims that he got a call from his attorney that there is going to be a new bulletin for july, released either tomorrow or on Monday. Can someone talk to their attorney and confirm this?

How do you know that all the unused visas go to EB3 before go to EB2?
That is the way the USCIS is interpreting the laws and actually doing it that way...There are two different caps applied to you....The EB2 cap of wharever numbers available and the country cap of 7% for all of china EB+FB combined together.......It is true that there are more EB2 numbers available...But as the country quota for CHINA/India is over they are flowing to EB3 ROW instead of flowing horizontally to EB2 china....There is a big discussion about how this flow occurs and if it is fair or not...The title of that thread is 'Unused visas' Reading that would be helpful to you...

Frankly donot know....Last year when they passed 2611 they had put conditions in it to delay the implementation..They can put delay again...That is possible....

it may look like it that it has made our situation worse. But it was never good to start with. The visa number flow was going to EB3-ROW. Now it is going to EB2-I. That is good since if EB2-I becomes current the flow would come to EB3-I as we have older PD people than EB3-ROW.
Nevertheless, EB3-I was always the last link in the chain and still is. Nothing has worsened or bettered. If anything can be good for us, it is the 5882 bill. Another thing that can help is removal of country quota. With so many EB2 people getting their GC, we are going to need to really work towards getting contributions for lobbying since the people who get the GC cannot be expected to help IV anymore. We always were at the bottom and are still at the bottom. We need to unite and work with IV so that we call can get what we want.

Do you think it might be a good idea to ask people to pledge amount that they don't know how much is going to be ?

1. Clearly state in the very first message the need for creating this thread (pls include the business week article, Pappu's comments, comment from Aman's co worker - If you need help finding it, i can do it for you).
2. Also add to it that this is for the reimbursement of the expenses of the past. We don't really want to concentrate on how this is going to be handled in the future , may be someone can come up with suggestions on what should be set aside as administrative funds and things related to that. This is only for settling the amount already spent.
3. Only pledge is required stating the amount clearly and no funding is required at this time. We will instruct all the members who pledged once we get an expert advice on how to channel these funds.
If you can make these corrections it will be great.

ICICI can not predict rather no one can predict what will be the exchange rate tomorrow. The minimum forex transaction at dealer level is for $1 mil. So, they can't promise you some rate the moment you hit the submit button. They will pool all the transactions like yours and then do a big contract together. ICICI provides lot of other services which SBI will not in terms of convenience. And ICICI deals big time in forex transactions. In this market the guy with biggest transactions will have lowest cost and depending on competition will have incentive to pass it on to you as an end user. They might time it within a particular time frame but that is something unavoidable.

There is a spillover of 22000 visas from FB to EB starting Sep 01 2008. Does anybody know how this spillover is divided between EB1/EB2/EB3?
Can we expect 28.6% of this spillover in EB3? Just like we get 28.6% of annual quota?

I used to transfer money earlier by Remit2India (R2i) and sometimes C2i but since then they started making ( or your stealing) more brokerage money out of my hard earned dollars - i switched :cool:
Let me know how you feel the online SBI - they are always 15-10 p more than ICICI or CITI so at the end of year if you save average $25k you are anyway saving Rs 25k/year. Plus they maintain some ethics about tweaking rates and the exact day they dump the cash to your account - i got about 43.25 when market rate was 43.57 and those smart banks ( or thieves) were doing around 43.07..43.12

Not only that its a record time remittance from ICICI bank.

Just curious. Why do you claim ROW is receiving preferential treatment over India when all the countries get the same upper limit of the visas. Now if the Indians ask for more visas just because there are more Indians asking for green cards, wouldn't that be preferential treatment?.
I wouldn�t say ROW is receiving preferential treatment, but they are in an advantageous position due to their representation. I don�t think there will ever be a consensus on the quota issue, both ROW and India/China applicants come up with their own arguments supporting their stand on it.
Personally I think recapturing unused visas will decrease the wait time for India/China applicants without affecting ROW applicants. There won�t be any need to remove quota limits.
And I agree with rajeshalex that this thread needs to be closed. the counter arguments are getting more confusing...

Less than 800 contributions is such a shame.Assuming all the 3000 are affected by the retrogression it just doesnt make sense not to donate anything at all by the remainder of the members. People will have to understand how much of a difference it would make if everyone contributes.
Looks like the donors who have already donated have to donate all over again and that in double to make up for the deficit and to reach 150k
