I just want to generate enough internet chatter so that the issue of substitute labor will come on CIS radar. I know for sure that a huge fraud was perpetrated during July 07 fiasco by some unscrupulous consulting companies who sold pre-approvevd labors like frozen pizzas. Just heat and eat.
And I also know for sure that IV has gained enough publicity that CIS folks might be tempted to check it now and then. May be they will take notice of this thread and start investigation of all the subst labors.
I surely am pissed as hell on somebody who came to this country in 2007, and got his/her GC by paying money for some 1999 pre approved labor. I will fight on.

In your "business model", the costs are shared by a few, but the benefits are free for everyone. (Ever think about that? D'oh!! What do you think is going to happen if any fixes are implemented? USCIS is going to say "only those who donate to IV can get 2 year AP, recaptured visa numbers etc??)

While, I have not made any analysis on this or do not have any basis, I just reiterated what unitednations and others have written before.
From my perspective (once again, this is just my thoughts), it looks like a slowdown or apply hard country limite for highly subscribed countries maybe a result of a lot of factors like, job market slowing down (2001,2002), complaints that immigrants are taking local jobs, consulting companies selling labors, falsifying resumes to INS or DOL (java programmer actually working in restaurant), people not getting paid prevailing wage, benching etc..... While a comprehensive reform is a good solution to retrogression and all h1bs are taken as serious immigrants, underlying issues need to be fixed before a comprehensive reform to retrogression is there. A lot of loopholes being closed and strigent rules being enacted, change is some laws that don't make sense, understanding the industry needs, issues with wage and tax issues, are things that can be happening behind the scenes (this is just what I think), in addition to backlog elimination and overflow of applicants in an overburdened system.

I understand your feelings and of the person who is going through this. But to all calm down and think. The parents have made a mistake.(My friend has such kind of nanny too who is here on a visitor visa but she is not like this and I do not blame these parents too for hiring one like this)
Some say they should go to the cops, use (U Visa) etc ..but when you go to the cops they will take her in and ask her information (SSN and stuff) and when they find that she is not legally eligible to work then what will the parents have to go through now.
The Social Services is different from immigration (True) but Social Services will take away the baby from the parents because they have committed a federal offence and they are not capable of taking care of the baby.
This is what happened with my cousin. My niece fell down from the stairs and was hurt real bad. When my cousin took her to the hospital the hospital authorities called social services saying that they are not taking care of the baby and are harming the child. The family doctor who was paged saved them by giving his gaurantee.
First it is a federal offence and irresposibility will cause them a price.
(To the parents: Sorry sir I do not mean to say that you are irresponsible but
this is what they might say)
Please take extra precaution when you are dealing with a minor.

And as I said before knowing about child abuse and not notifying the cops is a bigger crime than hiring an illegal alien . In this case the child depends upon you for protection and you know about the abuse but you are considering whether to notify the cops or not !
This can come back on you itself in case someone else notifies the police ( your friend maybe ? ) The Department of Social Services is very strict in this country and I believe your child is a US citizen considering that he is only 8 months old ( most probably ).
How can you think of not getting justice for your child who cannot defend himself and not get justice himself. If he could speak believe me he would want to see the nanny in prison.

Guys, any reason why we have a whopping 70% of the members not interested in contributing to this idea??
There is nothing illegal or offensive in a humble protest, so why the lack of interest?? Are you worried that you'll be pulled up for a humble protest?
It's not even that expensive to send a bunch of flowers. We have to come together and do something here to implore the USCIS to reform the immigration process. Just lurking around , and not doing anything about this is not going to bring about any reforms to this dysfunctional system.

But he also mentioned that you had not started your GC process. The reporter wanted to speak to someone who is already in the process and affected by it.
We also were in touch with another highly skilled/educated PhD holder from China who was very eager to help but unfortunately his GC process had also not started

With this retrogression, It is going be several years before USCIS will even get to my file to adjudicate. While I understand a green card is not my right, I think I have worked towards it for a long time now. I am in this country legally, paying taxes, contributing to this economy, spending my earnings in this country like any other law abiding American citizen.
I have legally asked this country and USCIS for Permanent Residency (PR). My request for PR is not based on the premise that my parents/relatives live here and are citizens in this country. I am not even asking for Permanent Residency because of the country I come from. I am asking for Permanent Residency based entirely on my educational qualifications, professional expertise and the demonstrated contributions I have made to businesses and the American way of Life.
I have also been accepted as an Instructor at a reputed University in California where I will be teaching in my area of expertise. This clearly helps the American society and Industry.
When I moved to the US, I believed America is all about meritocracy. Work hard, prove your worth and you get what you truly deserve. I feel six years is enough time to prove your worth to get a Permanent Residency.
My tax returns, my legal Status documents, my contributions to this economy etc will prove it. What is really disconcerting is the fact that, now I have to continue to wait for I don't know how many more years for USCIS to even look at my credentials, let alone give me an up or down decision. Mind you this wait is not because of any delays attributable to me.

If you think you don't need me, at least tell me, in a reasonable period of time. Please do not make me wait indefinitely.

My 140 LUD is 08/05/2007 and was approved from SRC. I agree with EB3_Nepa on this. My guess is that recent updates in the LUD means that 485 is filed in the service center that did NOT process your 140.

my reply was only meant to highlight what you have been doing on this thread. i do not care who is in which EB category. and i know exactly how people with masters degrees suffer in EB3. however, for you to argue that all category preference should just disappear, is quite ridiculous and i have explained the reasons to you. that does not mean people in EB3 are not suffering or that all those in EB3 are either holding advanced degrees or 3 year bachelor degrees. that stereotyping is in your head alone. certainly not in mine. you never answered any of my questions though. what would be the effect of YOUR solutions? would people like me EVER get a GC?
please do not unload your frustrations on all of us and derail what should be important.
iv has one goal- to end retrogression. period. iv's founder belonged to EB3. so do several core members. you have some funny perception that iv is about EB2. so be it. ironical though, because iv is commonly accused of being an entirely EB3 india organization.
so let me hear how the following things iv has constantly been fighting for, are somehow not helpful for EB3??

I finally overcame inertia to sign-up as a monthly donor. I had tried once before but did not want to create a Paypal account - so I made a one-time contribution and kicked the recurring contribution down the line.
Suggestion #1 for IV: Please make alternatives other than Paypal available for recurring financial contributions.
Suggestion #2 for IV: Ignore Suggestion #1 if it was already considered.
